- The Fullerton Sister City President, Michael Oates, suggested an international exchange between Fullerton
and Yongin through the Korea Local Authorities Foundation for International Relations on January 23, 2003. - Both cities agreed to expand their exchange programs to promote the mutual prosperity of, and friendship
between, the residents of both cities, under the principles of reciprocity and equality.

- The exchange began with exchanges of letters and materials introducing each city to the other. Yongin then
dispatched a delegation, led by the head of the Administrative Bureau, Ahn Seung-deok, in response to an
invitation from Fullerton in July 2003. The aim of the visit was to promote a mutual understanding and
comprehend of the administrative systems of each other. In return, a delegation from Fullerton, headed by
Mayor Don Bankhead, visited Yongin in October 2003 and signed an Intent of Amicable Exchange. - A Yongin delegation, led by Mayor Lee Jung-moon, visited Fullerton from May 2nd to 10th, 2004, and
established a sisterhood relationship on May 4th, 2004. The exchange among business people who
accompanied the delegation was quite lively, and as a result, the Singal Rotary Club and Fullerton Rotary
Club also established a sisterhood relationship - Through the international sisterhood relationship, both cities have promised to everyasting friendship
